If you're looking for a cheap room JUST for a place to sleep, this works. I got a room for $60 which wasn't terrible since I had a train to catch the next morning at Shinagawa station and all the hotels near the station are at least double the price.

駅の上にあり、周りに飲食店・薬局あり。大崎駅にも歩いて5分弱。目黒川沿いの散歩は最高。1階2階はスナックがたくさんあって結構なカラオケの音に驚きましたが、いざ3階のロビーに行くとほとんど音無し。 部屋に入っても、下は駅なのに電車の揺れも音も無し。設備は古いが出張者には値段も立地も花丸。
