Definitely, you get what you pay for: if you need a place with Wifi and breakfast included for a good start of the day, this is the place... as long as you plan to stay away until the night.
It is highly inconvenient if you are placed in a 3rd-floor room, because there is no elevator available and no one to help you: you have to take care of your own luggage, bringing it upstairs.
Be careful with the premises: I came back one afternoon, just to find the door open and the bathroom flooded. Fortunately, I was relocated to the room next door. If the locks are that weak, every room should have a safety box at least: beware of this bringing a good padlock for your suitcase yourself.
Cleaning staff is not competent nor prepared: La Guajira is Wayuu territory and the only interest is to have the right share or quota of local inhabitants.They come knocking on the door asking to do the cleaning; they don't bother to be mindful of the check-out time of each guest; unless your time is up for few minutes, in which case they will charge you for a whole night.
There are some advantages, though: it is downtown, close to the beaches and the old market; it can give you some advantages specially when you are looking for a tour with Riohacha as starting point.
Summarizing, this is a good hotel if you have no other chances, it is late at night and you are just planning to an overnight rest, breakfast and a swift check-out. Otherwise, you will find it unpleasant YOU ARE ADVISED.
