"The hotel was terrible, messy. Cigarettes smoking all over. The receptionist was not helpful. We really did not able to stay. We left and did not stay, looked around for another hotel which was far better. We tried to cancel, but it was not allowed."

"This property doesn't seem to exist, it certainly isn't in Padang Besar. The property owners would not respond to any request for information. It should be removed from Expedia for fraud. Edit: There is nothing wrong with this review. It's all I got. Be specific as to what you don't like. Edit: Nope, no violation of any of the things you listed. You will have to be specific.
