Apparently, when booking a room with F2, you are to receive a code to go inside the building as well as a message giving your room number and passcode. I never received a code and was locked outside until after seven pm - after much hassle. Emailing, messaging the hotel through the Expedia app, customer service chat, I even borrowed a local's phone to call the number posted on the door, but they said they were too busy snd would call me back... then hung up on me before I could tell them it was a borrowed phone.
Today I am facing the same problem again as I booked the hotel for two nights, but as separate bookings... so I am locked outside again, with all my luggage in the lobby, waiting for someone to email me a new room number and passcode.
