Seemed like a fairly typical Thai regional town. It’s a bit of a transition type place as lots of visitors stay a day or two (as I did) transferring from Train to onward travel to islands or continuing south.

Why not spend a lazy afternoon at Thung Makham Noi Beach during your trip to Hat Sai Ri? Amble around the area's beaches or visit its monuments.
Explore the waterfront in Chumphon with a trip to Pier Chumphon Ferry. While you're in the area, stroll along the beaches.
Explore the great outdoors at Mu Ko Chumphon National Park, a lovely green space in Chumphon. While you're in the area, stroll along the white-sand beaches.
Though Chumphon Khet Udomsak Hospital might be what brings you to town, perhaps you'll have a chance to explore more of Chumphon while you are here.
You can learn about the history of Hat Sai Ri with a stop at Krom Luang Chumphon Khet Udomsak Monument. While you're in the area, stroll along the white-sand beaches.

Chumphon appears to be a sleepy provincial town. The main attractions appear to be the nature in the surrounding area.
It was cool to be in the forest but the wallablility was not good.
