I figured something of the sort, because of the extremely low price, less than half what one-star hotels in the area were asking. The very friendly guy at the check-in told me the whole story. Positives? Low, low price, at least right now (Feb 2025). Conveniently located. Clean. Comfortable. Good HVAC. Mini fridge in room. Negatives? Probably due to construction, but the hot water in the shower was barely...
