Our room was on the third floor and we had to keep window open to try to keep the room livable, but people were smoking outside on the roof top. I complained, and we changed to a smaller room with courtyard access saying "usually people don't smoke there." Within minutes of entering the room, people were talking loudly outside (23:00 hours) and then an older German woman, who didn't...
