I also called the police since there were 40 families with no water and no effective answer from the hotel,"

"The 'hotel' is an apartment block in which some of the apartments are privately owned and some are rented out. The apartment was clean and well presented and 'as described'. The hotel offers a breakfast service but it is significantly cheaper and not much more difficult to provide your own breakfast in the kitchenette.
